What is Program Improvement?
Title I Program Improvement

The federal No Child Left Behind (NCLB) Act of 2001 assures that all students have the opportunity to succeed in school, and sets student performance targets that all public schools must meet.  Schools that do not meet these target over time are called Program Improvement (PI) schools.  NCLB requires states to implement a statewide accountability system measuring Adequate Yearly Progress (AYP) based on benchmarks or targets.  Schools, districts, and states must demonstrate significant improvement in student academic achievement. Any Title I school failing to meet AYP for two consecutive years in the same content area (English Language Arts or mathematics) school-wide or for any numerically significant subgroup, or on the same indicator such as the Academic Performance Index, school-wide is identified as "Program Improvement".  Identified schools are responsible for implementing certain federal and state requirements during each year that they are in Program Improvement.  Please refer to the items listed below for a more detailed description.

    * Public School Choice - Program Improvement Year 1 schools must offer parents/guardians of eligible students Public School Choice, which is the option of transferring to an available school in the district that has not been identified as a Program Improvement School.  Before considering this option, we encourage you to visit your child's school to learn about the various supportive programs and services.     * Supplemental Educational Services - Program Improvement Year 2 schools must offer Supplemental Educational Services (SES) tutoring in reading and/or mathematics to their students outside of regular schools hours through an outside provider at no cost to the parents providing their students meet eligibility requirements (free or reduced lunch).  The CVUSD is required by federal law to give priority in placing students with tutoring to the lowest achieving students from low-income families.  Only students who meet the SES requirements are placed with their selected provider for free tutoring services. WHAT IS TITLE I and SCE?
Title I
Title I of the Elementary and Secondary Education Act of 1965 is a set of programs administered by the United States Department of Education to distribute funding to schools and school districts with a high percentage of students from low-income families. The Act was originally authorized for five years; however the government has reauthorized the Act every five years since its enactment.

As mandated in the legislation, the funds are authorized for educators' professional development, instructional materials, resources to support educational programs, and parental involvement. Once a school receives Title I funding it is regulated by an entire set of federal legislation such as the latest reauthorization, No Child Left Behind Act. State Compensatory Education (SCE)
State Compensatory Education is programs and/or services designed to supplement the regular education program for students identified as being at risk of dropping out of school. Program goals are to (1) increase the academic achievement on state assessments and (2) reduce the dropout rate of students who have been identified using state and/or local criteria.
